Why NE Asia is Wary of Immigration

Japan is tightening immigration rules amid concerns over the relatively fast growth of the foreign resident population. But with a shrinking population, are more migrants inevitable in the future? And why isn’t neighbouring China, another country with population decline, more open to immigration?
