Skegness Town Council is conducting a survey to see if people would prefer the lights to be kept on.
The race will go through Lincolnshire, East Yorkshire and North Yorkshire before ending in Scotland.
About £3m will be invested to improve services in Lincoln, Boston and Skegness, an NHS boss says.
